The Neutral Zone (2369)

The Romulan Neutral Zone was established in 2160 following the Earth-Romulan War, a buffer neither the Romulan Star Empire nor the United Federation of Planets may cross without it being considered an act of war. For over a century the line stayed quiet on the Romulan side, so quiet that by the 2350s an entire generation of Starfleet officers had never seen a Romulan. That ended in 2364, when the Romulans re-emerged from isolation, and it ended pointedly: several Federation and Romulan outposts along the Zone were found destroyed, a message both sides understood even as both denied sending it.

By 2369 the Zone is a hard border in every sense but the official one. The old listening posts are manned again. Sensor buoys line both sides. Cloaked warbirds patrol territory they insist they never enter, and Starfleet vessels run "routine" sweeps that are anything but. Nothing is officially happening. Everything is. The USS Rubicon patrols this line out of Starbase 234, in a region where the Zone runs close to Klingon space, near the Epsilon Outposts and within long memory of Narendra III, where the cold war has held for five years on nothing more durable than mutual nerve.
