Blackwatch: The Covenant

Classification: BLACKWATCH / EYES ONLY

Unauthorized disclosure, possession, solicitation, use, or acknowledgment of protected Blackwatch information is prohibited.

The Covenant is the instrument by which a candidate becomes a Blackwatch operator. It is signed once, at final induction, and it governs the whole of a member's service and everything that follows it.

How Information Is Handled

Blackwatch runs on trust between people who need to talk to each other. Information is distributed according to operational relevance, and Blackwatch personnel are trusted to communicate when communication supports the mission. There are three handling categories.

Blackwatch Common. Most operational information falls here. Properly inducted personnel may exchange it whenever it is reasonably useful for planning, analysis, coordination, safety, situational awareness, or execution. Discretion still applies — nobody should be digging into something purely out of curiosity — but the default is that operators may speak freely with one another.

Role-Focused Information. Some material is initially given only to the personnel working in a particular specialty, for briefing efficiency, to avoid burying people in detail they cannot use, and to make sure technical material reaches the specialists who can read it. Role-Focused Information is not compartmented. It may be discussed with other inducted Blackwatch personnel whenever there is a legitimate operational reason.

Sealed / Eyes Only. This is the genuinely restricted category, and it is deliberately narrow. It may cover covert secondary objectives, sensitive intelligence sources, counterintelligence matters, command contingencies, internal investigations, covert diplomatic activity, special security systems, and highly sensitive individual tasking.

Only specifically authorized personnel may receive Sealed material. Rank does not automatically grant access. Team Leader status does not automatically grant access.

Personnel may not knowingly demand it, solicit it, pressure someone into revealing it, deliberately reconstruct it, retain it without authorization, use it without authorization, transmit it, or conceal unauthorized possession of it.

Accidental exposure is not automatically misconduct. A person who stops reviewing the material, protects it, does not use or share it, and reports the exposure has met their obligation.

Sealed Tasking

Blackwatch command may issue Sealed tasking to an individual or to an explicitly named group. A Team Leader may command an operator through an operation without knowing that operator's Sealed assignment, and this is not a failure of command.

If the holder of a Sealed tasking becomes incapacitated, captured, missing, killed, or otherwise unavailable, the task does not transfer on its own. It remains suspended until Blackwatch command reassigns, modifies, resumes, or cancels it.

Personal Relationships and Operational Impartiality

Blackwatch recognizes that personnel may enter the organization with established personal, professional, familial, or mentorship relationships.

Such relationships do not automatically prohibit personnel from serving within Blackwatch or participating in the same operation. However, Blackwatch assignments must preserve confidence in the impartiality of operational decisions.

Personnel whose relationship creates a reasonable concern regarding preferential treatment, divided loyalty, impaired professional independence, or mission judgment should not normally be placed in a permanent direct Team Leader/subordinate relationship when a reasonable alternative exists.

This may include significant:

• Romantic or familial relationships
• Longstanding personal partnerships
• Mentor/protégé relationships
• Other relationships involving exceptional personal loyalty

Blackwatch command may consider such relationships when determining team assignments, leadership positions, sensitive tasking, and temporary attachments.

Exceptions may be authorized when operational requirements justify the assignment.

Blackwatch Special Security Jurisdiction

Signing this Covenant places the individual under Blackwatch Special Security Jurisdiction for matters arising from Blackwatch service. For Blackwatch security offenses, classified operations, and violations of this Covenant, that jurisdiction supersedes ordinary Federation legal jurisdiction. The Covenant itself is the voluntary acceptance of this authority.

Proceedings may be classified, sealed, closed, conducted outside the ordinary Starfleet and Federation judicial systems, and maintained separately from normal personnel records.

Penalties

Sanctions may include removal from Blackwatch, loss of access, confinement, indefinite imprisonment, Administrative Erasure, or other Blackwatch sanctions, weighed against intent, severity, operational impact, and resulting harm.

High Treason

Deliberately providing protected Blackwatch intelligence, identities, methods, operational information, facilities, or Sealed material to a hostile power or unauthorized party, with intent to compromise Blackwatch, Starfleet, or Federation security, may constitute High Treason.

High Treason falls under Blackwatch Special Security Jurisdiction. Available sentences include permanent confinement, indefinite imprisonment, Administrative Erasure, and death.

Administrative Erasure

Administrative Erasure may include sealing the records connecting a person to Blackwatch, removing operational references, establishing or maintaining cover records, restricting identity information, sealing detention and disposition information, and suppressing information whose existence would itself compromise Blackwatch. It is applied as a security measure.

Permanent Confidentiality

Blackwatch confidentiality survives transfer, retirement, resignation, removal from Blackwatch, dismissal, and departure from Starfleet. The obligation is permanent unless specifically released by Blackwatch authority.

The Security Implant

Implantation is mandatory for final induction. The implant is covert and deliberately difficult to identify. It is not a tracker, a locator, a communications device, an identification transponder, or a routine authentication system, and it is not intended to expose anyone's Blackwatch affiliation.

The operator may trigger it deliberately when they judge that compromise is imminent and unavoidable; that decision is theirs alone. It also carries an independent fail-safe able to act on its own under predetermined physiological conditions associated with catastrophic compromise, so that the safeguard holds when the operator cannot act. Exact activation criteria remain classified.

Activation may result in permanent incapacitation or death. The implant is a security safeguard, not a punishment. Unauthorized removal, disabling, alteration, or deliberate examination is prohibited, and leaving Blackwatch does not automatically require its removal.

The Covenant

To be read and signed by the candidate at final induction.

1. I enter Blackwatch of my own free will, and I understand that I may be removed from it at the discretion of Blackwatch command.
2. I remain a member of Starfleet. My rank, my department, my duties, and the standards expected of me continue to apply, and Blackwatch service does not place me outside them.
3. I accept Blackwatch Special Security Jurisdiction for all matters arising from my Blackwatch service, and I understand that it supersedes ordinary Federation jurisdiction in those matters.
4. I accept the operational authority of my Team Leader on missions, in training, in exercises, and in preparation, and I understand that this authority is tactical and does not make them my departmental superior.
5. I will exercise my professional judgment within my specialty and advise honestly, including when my judgment differs from the plan. I understand that disagreement offered professionally is expected of me, and that the decision remains the Team Leader's.
6. I will share what my fellow operators need in order to plan, coordinate, and come home, and I will not withhold from them out of habit, and will not pry out of curiosity.
7. I will treat Sealed and Eyes Only material as closed to me unless I am specifically authorized. I will not demand it, solicit it, pressure anyone for it, reconstruct it, retain it, use it, or pass it on.
8. If I am exposed to material I am not authorized to hold, I will stop, protect it, refrain from using or sharing it, and report the exposure.
9. I accept the security implant as a condition of my induction, and I understand what it is and what it is not.
10. I understand that I may trigger the implant myself should compromise become imminent and unavoidable, and that it carries an independent fail-safe capable of acting without me. I understand that activation may end in permanent incapacitation or my death, and I accept this as a safeguard rather than a punishment.
11. I will not remove, disable, alter, or deliberately examine the implant, nor permit another to do so without authorization.
12. I understand that my continued suitability for Blackwatch is subject to ongoing evaluation, and that qualification may be suspended or withdrawn.
13. I understand that unauthorized disclosure may cost me my place in Blackwatch, my access, my liberty, or my record, up to indefinite imprisonment and Administrative Erasure.
14. I understand that deliberately delivering protected Blackwatch information to a hostile power or unauthorized party may constitute High Treason, and I acknowledge that death is an available punishment for qualifying acts of High Treason under Blackwatch Special Security Jurisdiction.
15. I understand that my obligation of silence is permanent. It does not end with transfer, retirement, resignation, removal, dismissal, or my departure from Starfleet, and only Blackwatch authority may release me from it.
