Physical Description
Thomas Hale stands 5'8" (1.73 m) and weighs approximately 76.2 kg (168 lbs). While he is of relatively average height for a Human, Hale maintains himself with the discipline and precision of a well-kept machine. His physique is lean, fit, and functional rather than imposing, reflecting a lifetime of maintaining the physical conditioning expected of a Starfleet officer and intelligence operative.
Hale has brown eyes and brown hair, with strands of grey beginning to show. He keeps his hair neatly groomed and well maintained, much like the rest of his appearance. His overall presentation is consistently tidy and professional, with little wasted effort or unnecessary embellishment. There is an understated precision to the way Hale carries himself. His posture is controlled, his movements economical, and his appearance rarely betrays the demands of his profession. He does not particularly draw attention to his physical fitness, but it becomes apparent upon closer observation that maintaining his body is simply another part of his routine. After decades of Starfleet service, Hale regards physical maintenance much as he regards maintaining equipment: regular attention prevents failures when they matter most.
Personality & Overview
Thomas Hale is a driven individual who grew up in a family where excellence was expected. His parents encouraged him to excel academically from an early age, preparing him for the Starfleet career.
As a young officer, Thomas discovered that he possessed both a strong aptitude for the sciences and an unusual interest in psychology. Those interests would eventually lead him into a career that allowed him to wear more than one proverbial hat. Thomas made few close friends, preferring to concentrate on his work. His years of intelligence service only strengthened that tendency. Most of his assignments required him to operate alone, maintain false identities, and develop relationships that could never be entirely genuine. He became exceptionally skilled at building rapport and could convincingly portray almost any relationship when circumstances required it. What he never learned was how to stop performing and allow someone to know him without the protection of a carefully maintained persona.
Thomas rarely lowers those defenses for anyone. As a result, he can understand people remarkably well while remaining difficult for them to understand in return.
This has also limited his advancement within Starfleet. His experience and expertise have made him an effective officer, but positions beyond Lieutenant Commander increasingly require the ability to assume sustained departmental or command authority. Thomas is comfortable being the person who evaluates, advises, and operates independently. He has considerably less experience allowing himself to become responsible for people who depend upon him personally rather than professionally.
Strengths & Weaknesses
Strengths: Knowledge, experience, and adaptability are Thomas's greatest strengths. With nearly three decades of Starfleet service spanning multiple disciplines and assignments, he rarely finds himself completely out of his element. He is particularly effective when placed under pressure and is comfortable working independently when necessary. Thomas has learned to become part of the background noise of a room, observing without drawing attention to himself. He tends to notice small details in behavior, speech, and circumstance that others overlook and uses those observations to understand the larger picture.
Weaknesses: Thomas's ability to function independently is also one of his greatest weaknesses. Growing up as an officers' child taught him early that people and circumstances could change with little warning. Friendships were often temporary, and Starfleet Intelligence reinforced the lesson that relationships could be useful but dangerous liabilities.
Ambitions
Hale has never been particularly motivated by rank or recognition; his greatest ambition has always been to remain useful and be the person Starfleet can rely upon when experience, adaptability, and specialized knowledge are required. After decades spent operating under assumed identities and completing assignments that required him to become someone else, he now hopes to use that experience to mentor others and leave something meaningful behind. Blackwatch has given him an opportunity to do that, while also forcing him to confront a more personal ambition: learning to build genuine relationships and discover who Thomas Hale is when there is no mission requiring him to be anyone else.
Hobbies & Interests
A life undercover has allowed Hale to develop a few hobbies which allow him to detach from the job. Gardening and cooking became a regular part of his daily routine, and Hale enjoyed exploring both botany and experimenting with local cuisine. He saw this as a part of his cover and he enjoyed this aspect very much.

Personal History
Thomas was born into a family legacy of Starfleet service. Continuing the tradition was not merely encouraged, it was expected. His schooling was augmented by his parents each day to improve his standing and chances for early entry into the Academy. In their mind they were helping their son to secure a productive future. They certainly encouraged play time as a young boy, but he would often be found in the school science lab while his classmates were on the holodeck.
By 17, he already had his life planned out. He was accepted into the Academy and he found he had an aptitude for the sciences, although he also enjoyed engineering. His academics were very strong, and his achievements attracted the attention of Starfleet Intelligence. He enjoyed the last two years of the Academy earning a double major in Sciences and Psychology.
Following his graduation from Starfleet Academy in 2361, Hale was selected for specialized training with Starfleet Intelligence. His academic performance in the sciences and psychology had identified him as a potentially valuable intelligence asset, but Starfleet Intelligence recognized that academic ability alone was insufficient preparation for covert operations.
Before deploying into the field, Hale spent two years undergoing intensive Intelligence training. The program exposed him to intelligence collection and analysis, surveillance and counter-surveillance, interrogation resistance techniques, operational security, cryptography, communications procedures, deception recognition, behavioral analysis, and the maintenance of cover identities. His scientific background was incorporated into the training, particularly in areas involving technical intelligence, scientific research, and assessment of unfamiliar technology.
Psychological training became one of his most valuable assets. Hale learned not only how to read the behavior of others, but how his own behavior could be observed and interpreted. He trained to control involuntary responses, recognize attempts at manipulation, and maintain a consistent identity under prolonged questioning and stress. Intelligence instructors repeatedly placed Hale in situations where his scientific knowledge was insufficient and he was forced to rely on observation, improvisation, and judgment. By the end of the two-year program, Hale had developed the ability to operate independently while maintaining strict communication and operational-security protocols.
In 2363, at twenty-three old, Hale was considered ready for his first long-term field assignment. Hale was assigned to a deep-cover operation targeting the Orion Syndicate. He entered the Syndicate using a carefully constructed identity built around his scientific expertise. Rather than attempting to rise rapidly through the organization, Starfleet Intelligence instructed him to establish himself gradually, becoming useful enough that access and trust would develop naturally.
Over the following years, Hale embedded himself within the organization by cultivating professional relationships, gathering intelligence, and transmitting information to Starfleet Intelligence, all while maintaining the appearance of a loyal Syndicate member. Hale learned to exist within the background of an organization without attracting unnecessary attention. His psychology training proved particularly valuable as he became adept at listening without appearing to listen, asking questions without revealing why he needed the answers, and recognizing when a conversation contained more information than the words themselves suggested. Hale learned to recognize fear, ambition, suspicion, loyalty, and deception in those around him while carefully controlling the same signals in himself.
After twelve years undercover, Hale emerged from the operation with an extensive body of intelligence and a reputation within Starfleet Intelligence as an capable deep-cover operative. The experience also reinforced a lesson that would follow him throughout his career: relationships formed under an assumed identity could be genuine in their emotional consequences even when the identity itself was false. Hale became exceptionally good at building trust and at the same time became considerably less comfortable trusting others in return.
In 2376, Starfleet Intelligence reassigned Hale to an even more demanding deep-cover operation involving the Cardassian Union. With relations actively hostile between the Federation and Cardassians, having an operative in the heart of the Union would provide a distinct advantage. His existing connections within the Syndicate proved instrumental in establishing a means of entry. For this operation, Hale underwent an extensive identity reconstruction designed to allow him to pass as a Cardassian. His appearance was altered, and specialized procedures were used to reproduce Cardassian biological characteristics closely enough to withstand routine scrutiny, including DNA and life-sign analysis.
Under his new identity as a Scientist named Nirek Ri'aal, he booked passage aboard a Xepolite trade vessel bound for Cardassia. For the next eight years, he lived as a Cardassian while secretly observing and reporting on Cardassian political structures, internal power relationships, and the activities of the Obsidian Order. This operation required more than maintaining a physical disguise. Hale had to understand Cardassian society well enough to anticipate how people around him would behave, recognize political danger before it became apparent, and maintain his cover while surrounded by individuals trained to identify deception. He was able to make regular reports via a dead drop aboard a merchant vessel that crossed the border. He carefully encoded the information in tissue samples that could be scanned and decrypted by a Federation operator.
Over the years he was able to make a modest living as medical logistics and record keeping specialist; a position that permitted him access to military and civilian government facilities. Hale returned to Starfleet Intelligence in 2384 as hostilities continued, Starfleet wanted to make sure their asset was not compromised. They arranged for a replacement to take over while Hale was brought home for debrief. Although a peace treaty wouldn't be signed until 2390, Hale had served during the bloodiest time of the conflict.
