Blackwatch: Overview

On paper, the USS Rubicon is an aging Excelsior-class starship running routine patrols along the Romulan Neutral Zone out of Starbase 234. Her logs are unremarkable and her tasking is dull, and that is exactly as intended. Beneath the cover of an ordinary patrol ship, the Rubicon is a black operations platform, and Blackwatch is the reason she exists.

Blackwatch is the Rubicon's direct-action element: teams of volunteers drawn from across the crew and trained to run the missions the Federation can never be caught running. Crossing the line to take a target no one will admit was taken. Reaching places that don't officially exist. Extractions, sabotage, raids for the intelligence that keeps a cold war cold — all of it done in the dark, by hand, and deniable from the first step to the last. On a border where the contest with the Romulan Star Empire is fought through information, deniability, and nerve, some problems cannot be solved from a bridge. Blackwatch is how they get solved.

Its members are Starfleet personnel, not soldiers. Every one of them volunteered for the assignment and earned a place on it through a demanding selection, and they are drawn from every corner of the crew — security, engineering, medicine, science, operations, intelligence, and flight. What sets them apart is not that they are a fighting force but that they are exceptional at difficult, dangerous work, and disciplined enough to do it without ever being seen to have done it.

They are specialists, not interchangeable bodies. A seat exists because the team needs the one thing the person in it can do, and no two seats are filled the same way. That is the difference between Blackwatch and a squad of soldiers: the team is assembled out of expertise, and every member is there for something only they bring.

The ship's ordinary appearance is not a detail of the mission. It is the mission's foundation. An intelligence vessel that looks like an intelligence vessel draws exactly the attention it cannot afford. A tired old patrol cruiser drifting through its sector draws none, and that is how Blackwatch reaches places no one should be able to reach. The day anyone understands what the Rubicon truly is, she stops being able to do the only thing she was ever meant to do.

Blackwatch operates through small specialist teams under the Captain's authority. Its personnel retain their Starfleet ranks and departments while serving within an additional operational structure built around specialist expertise, discretion, and mission requirements.

This is the story of the people who do that work, and of the line they hold that no one will ever know they held.
